When framing a scheme under this Act in respect of any locality, regard shall be had to (a) the nature and the condition of adjoining localities and of the town as a whole; (b) the direction in which the town appears likely to expand; and (c) the claims of any other part of the local area likely to require a scheme under this Act. ...
